Report of CUIDES Board held in Valle de Bravo University in Tamaulipas, Mexico, on March 31st 1998.
Greetings by Dr. Alex Schilt
Dr. Alex Schilt It is required to reassign three American members of CUIDES Board:
Directors:

Stauffer San Francisco
Drumman Washington
Members should be added to the counsel.
It is important to invite Brazilian and Argentinean universities.
Dr. Tiberio Jurado Cevallos of the Central University of Ecuador was
elected Chancellor, therefore he will not be able to continue in CIUDES.
Alvaro Romo The new President of the university has shown a lot of interest in participating in CUIDES.
Alex Schilt We have to keep him in the Board.
Pablo Longoria We have to review and define some of the participants’ position such as
the case of Mr. Thomas Stauffer, James Young, Alejandro Montalvo,
Adrian Mora Marshall Drumman and Ruben Armiña.
Alex Schilt The participation of Peggy Elliot, president of South Dakota Strate
University and Dr. David Fulton, of Indiana University East are proposed. Before we continue with the meeting, we are going to introduce everyone who is at this table, mentioning the name and place where we come from:

Alvaro Romo It is necessary to look for representation in other regions such as Brazil and Argentina. It is necessary to contact Jim Young to know if he is going to be able to continue or we are going to have to accept his resignation and thank him for his services. I suggest making proposals so we can review them during the next meeting in Monterrey.
Alex Schilt Boccio will be contacted in Peru.
We have to talk about the representation of Brazil, Argentina and Costa Rica. I want to emphasize the present success of about CUIDES. Pablo has done an excellent job. I have never felt better about CUIDES. I am very impressed with Pablo and his colleges.
Pablo Longoria In CUIDES we went through a difficult period six months ago.
After several conversations we corrected the direction and now we have three very important projects:
- AASCU-CUIDES
- INTERCUIDES
- VIRTUAL COMMUNITY
We have overcome the lack of communication . With Ezequiel Lozoya we see changes, Adan’s support in computer systems,
Alejandro is also an excellent participant . Particularly the assembly will
let CUIDES take off. The challenge is taking CUIDES to excellence.
We have already defined the roll of the Presidency and that of the General
Secretary along with the offices in Mexico and in Houston. I invite you all to visit our home page of CUIDES. We have to establish a "networking" to promote this association.
Alex Schilt Let’s review the proposal that was presented to the USAID on behalf of
CUIDES where Harold has done an excellent job.
Harold Vaughn The public service will be discussed by Appleberry. As you can see
CUIDES can make an invaluable job in this hemisphere. AASCU
represents the best of a superior education in the United States. There is
with the proposal mentioned here, an enormous potential with the association of two universities; one American and one Latin-American. The same number of American universities of AASCU and Latin-American ones of CUIDES. We have to identify each university with another from among 6 universities thinking in a superior education, and most important, in the local and regional levels.
We have to think how the universities can be more effective. We have
to promote visits among associates to look for external funds to do this.
However, it is important to understand that we can not only depend on external funds to do everything.
Alex Schilt Only last Friday I convinced the last president to participate in the
AASCU-CUIDES project, and I am very optimistic.
John Kerrigan I have two questions: to clarify, one is the AASCU-CUIDES initiative. Do we have well-established projects ? Can we have sample projects?
Public service projects? Could you give me some examples? Another question, have the university’s pairs been established for this proposal?
Harold Vaughn Valle de Bravo University wishes to identify one priority that it would like
to check
Pablo Longoria We are in the process of making university pairs.
James Appleberry This initiative will be at the beginning for two years. The initial step was to propose this initiative. In this moment the initiative has already been proposed.
John Kerrigan Are the funds relevant for this initiative?
Appleberry It is necessary to invest money immediately to begin working.
Pablo Longoria We, the universities need to meet to be able to work on common work interests of economic and social development..
Germán Anzola I have several comments about Harold’s interest in Colombia:
- It is important that we speak the same language so we can understand each other. What does the project mean? Is it to extend the university as a fundamental mission?
- The interest of Colombian association universities (ASCUN). In 1995
ASCUN liked the idea of participating in AASCU.
At that time the ICFES showed support to the project
3. and finally the institution that I am representing made a specific project to be considerated by AASCU.
I have talked from the general to the specific. Now, Why not have
a pilot action that can show the good and the difficult things of this program?. Colombian Universities always have funds to support education and research. It will be the first time that this initiative is presented with an extension or project to the community.
Alex Schilt Do you think that some institutions will get involved in this program?
Germán Anzola A development strategy could be developed between Pablo Oliveros and
me,that is, if you permit me, we could involve private and public institutions to support the program.
Pablo Longoria What you are proposing is exactly what we have. In a pilot project two universities will be participating initially. This project has to struggle
to emerge. We have to consolidate the pilot project. In this project six Latin-American universities with or without external support, will be participating. You have always shown interest. Once you do it you will be able to extend it to other universities.

Pablo Longoria In this project we will communicate with each other using the virtual
community. Virtual community will allow us to have communication by Internet. We will support each other by e-mail to keep in touch , share
conversations, resources, projects, etc., to promote relevant events and much more.

John Kerrigan Two comments: we have the technology and we can do it.
We have to see the opportunities that this program offers.
Alex Schilt Today here in Reynosa is a good example.
Lets talk about other programs
Pablo Longoria We also would like to start the project INTERCUIDES. The idea is to
collaborate to move by semesters or years (the students) in an exchange
program. To create a committee belonging to CUIDES responsible for the students distribution. Keeping space in our universities for this students. The cost would be $ 150 dollars plus the plane ticket.
Germán Anzola I am to making a recognition comment about this idea. We have been doing this kind of exchange program, for several years with Europe and it is time to do it ourselves. I would add to that excellent proposal and exchange program to learn the English and Spanish languages.
Pablo Longoria We already have it (ISEP).
Alex Schilt With this, we finish this Board meeting. Our next meeting will be in
Monterrey the 11th,12th,and 13th of November of this year.
